Monthly Fraud & Scam Bulletin – December 2022

The Fraud & Scam Bulletin

December  2022

Your monthly update direct from West Mercia Police on the latest scams and frauds

Criminals are still using the cost of living crisis to scam the public

– do not become a victim –

Action Fraud are repeating their warning about cost of living scams in the lead up to Christmas

So once again we are encouraging members of the public to be extra vigilant against fraud, especially in sharing your personal and financial details with people you do not know. Do not let the fraudsters cash in on the cost of living crisis,

and please make sure you share this message with any friends and family who may be more vulnerable.

Common scams that are still circulating right now include:

·         Energy Bill Rebates

·         Cost of Living Payments

·         Fuel Vouchers, Phone Bill discounts and Supermarket offers

·         Fake Investment opportunities

Also beware of Non-Delivery and Non-Payment Scams.

·         Non–Delivery Scam means a buyer pays in advance for goods or services online but those items are never received

·         Non-Payment Scam means the seller sends goods sold via an online sales site but the seller never gets paid

Remember that criminals are expert at gaining your confidence and impersonating Government Agencies, Utility companies, Businesses and the Police.

As stated before, If it looks too good to be true it probably is.

Always be aware, and do not let Fraudsters and Scammers ruin your Christmas.

Worcestershire Winters Well Events – Cost of Living Support – Would you like to be involved?

Cost of Living / Wellbeing Support Event events are planned for early 2023 at large libraries in the New Year.  The Fairs will offer residents easy access to advice, guidance and support in one place, in a friendly and relaxed environment with free refreshments.  Large libraries have around 5-600 visits a day without this type of event so it’s a real opportunity to engage with people needing support. They will be called ‘Worcestershire Winters Well Events’ and will be open to all and partners are welcome to have a free stall at the event.  The dates are:

Bromsgrove Library – Friday 27 January 10am-1pm and Redditch Library – Wednesday 8 February 10am-1pm

If your agency can offer support to our local residents and you haven’t already got a space, get in touch with Nicki (Bromsgrove)  or Michele (Redditch) at .  Libraries will arrange everything for the event – your team member would just need to come along with any promotion material.

We hope you find the above useful.  Don’t forget, if we have missed off something you are doing or you have further updates or information, please let us know and we will include in the next edition.

Finally, may we take the opportunity to thank you for all the great work you have done this year supporting local residents during this difficult time. We wish you all a very Merry Christmas and a Happy New Year and look forward to working with you in 2023.

Many thanks,

PCC newsletter – December 2022

Welcome to my December newsletter.

This month’s edition includes stories on my budget consultation, putting victims first and new recruits.

Keep reading to find out more…

Merry Christmas!

2022 has been another busy year for policing and indeed, communities across West Mercia.

We have seen significant investment into further additional police officers as West Mercia Police works to see the highest establishment number of police officers ever, supporting communities in the three counties.

They are on the frontline tackling issues that matter to you like anti-social behaviour as well as wider issues like organised crime, drugs and road safety.

As we move into Christmas and spend time with our loved ones, it’s important to think about the police and other emergency services working this festive period.

I hope you have a happy and safe Christmas as we look forward to 2023.

Anti-social behaviour is down 44%

The latest statistics for November show anti-social behaviour is down by a whopping 44% in West Mercia.

ASB shouldn’t be thought of as low level, it can have a traumatic impact and leave people feeling unsafe.

I am committed to making our public spaces places where you are safe and feel safe. To do this, I continue to invest in improving CCTV, commissioning projects that tackle issues at the root, and securing £1.7 million through the safer streets fund to introduce new and innovative safety measures.

Police funding settlement

I am fully supporting and backing the Government’s decision to boost police forces with additional funding.

On Wednesday 14 December, the Government announced it is going to significantly raise the funding settlement police forces are awarded in the next financial year.

Recognising the financial pressures forces are facing, Police and Crime Commissioners are also able to increase their Council Tax precept by up to £15 for a typical Band D property.

The announcement highlights the Government’s ongoing commitment to back communities with the funding needed to make a real difference to tackling crime.

Have your say

I want you to have your say on my 2023/24 budget proposals.

These proposals include recruiting special constables to increase visible policing in your communities, allocating more resources to investigations to increase outcomes for victims, introducing a new Sexual Assault Referral Centre to deliver a better service for victims and much more.

The online consultation closes at midday on Friday 6 January 2023.

Complete the survey
Town and parish councils have their say on policing

I was delighted to read overwhelmingly positive results following the latest town and parish council survey.

79% of respondents believe West Mercia Police is doing a fair, good or excellent job in their area.

More than 80% of councils find it easy and convenient to access local policing teams. This is the highest percentage recorded through the survey since it began in 2018 and follows officer numbers reaching their highest level in more than a decade.

I want to build on this by continuing to work closely with communities across West Mercia to challenge and support the force to maintain this positive feedback.

Putting victims first

I hold regular holding to account meetings with West Mercia Police’s Chief Constable Pippa Mills to raise issues that matter to you.

As the voice of the public in policing, I often hear from residents about their experience contacting West Mercia Police. Ensuring calls for help are answered, and the police attend quickly, are two areas which I am looking to improve for victims in West Mercia.

On Tuesday 29 November, I along with the Chief Constable made a commitment to improving not only the call handling times, but the level of service victims receive on the phone and the response time of officers.

Visiting councils working in the heart of our communities

Listening to communities across West Mercia and addressing their concerns is pivotal in my role as PCC.

Over the past month I have visited rural communities in Shropshire at both Wellington Town Council and Alberbury with Cardeston Parish Council as well as Ketley Parish Council in Telford.

It is always great to hear what people have to say on the matters that mean the most to them. No meeting is the same with different topics discussed from crime statistics to helping children grow up in a safer environment.

If you have concerns about policing and would like to speak to me, please don’t hesitate to get in touch.

Get in touch
Recruitment drive in full swing

Meeting new recruits starting their policing journey and then seeing them pass out following their training is always an occasion I look forward to.

Last Monday (5 December), I had the pleasure of congratulating 33 officers who had completed their training and on Wednesday (14 December) welcoming 41 students starting their police career.

I wish them all good luck and look forward to seeing the great work they do as we work together to create a safer West Mercia.

Interested in joining the force? Click the button below.

Take a look
Cyber crime

Cyber crime costs the UK economy £190billion each year but the impact on communities is more than financial – it can have a long lasting emotional impact.

I am committed to ensuring West Mercia Police has the resources to tackle the growing threat of cyber crime, and that support is there for victims.

Awareness and education is key, I am supporting the ’12 Days of Fraud’ campaign by sharing posts through the West Mercia PCC social media channels over the festive period.

I have also filmed a podcast with DCI Tony Garner on cyber crime, it is full of advice on how you can keep yourself and your family safe online this Christmas.

I am hiring…

I’m looking to recruit a part-time Senior Finance Officer to play a leading role in the operation of my finance team.

You will be directly responsible for managing the budget which includes commissioning services to support victims of crime and running the West Mercia Police estate.

Warm Homes Programme

Good Morning,
I am emailing from Age UK Herefordshire & Worcestershire as part of the Warm Homes project.
The programme’s aim is to help people who are living in or at risk of fuel poverty. The service consists of a Home Energy Check where one of our Handy people will assess the clients house, give energy saving information and tips and install any home energy equipment that is needed. Some of the equipment available are draft excluders, energy efficient light bulbs, radiator reflectors and plenty more. This service is completely free – including the equipment and installation!
We can also offer free benefit entitlement checks as part of the Warm Homes programme to ensure they are getting all they are entitled to. This service is already underway, and we are looking at ways to promote this.
If this is something you think you could help with, please feel free to contact me. We are thinking places like notice boards, websites, newsletters, magazines and anywhere we could put flyers and posters etc.

Looking forward to hearing from you.

Kind Regards
Jared Shinnie

SCAMnesty

Due to the success of the campaign in 2020 and 2021, the Friends Against Scams Team are again running a SCAMnesty (a scam mail amnesty) campaign aiming to encourage everyone in the UK to send in any unwanted scam and nuisance mail that they receive into the National Trading Standards (NTS) Scams Team completely free of charge.

If you, or someone you know is in receipt of scam or nuisance mail, the NTS Scams Team’s Investigators want to see it! They already use the mail that they receive from Scam Marshals to great effect through their disruption techniques but the team would like to see more and put a stop to these mailings landing on consumers’ door steps.

Postal scams are letters sent with the goal of obtaining your money using deception or fraud.
There are many different types of scam mail:

  • fake lotteries or prize draws
  • fake psychics
  • bogus health cures
  • investment scams

Whilst the current campaign is running through this December, you can forward any Scam Mail received now, or at any time to the following FREEPOST address at no cost:

Our second warning this month relates to LOAN SHARKS

There is serious concern that ruthless loan sharks will try to cash in on the festive period as many families struggle to cope with rising food, fuel and energy bills this winter.

·          Nearly one in ten people turned to loan sharks to cover the costs of Christmas last year.

·         More than half of victims turned to illegal money lenders in order to pay for essentials such as utilities, food and fuel in the first half of 2022.

·         New campaign #SleighNoToLoanSharks aims to protect communities from the devastating effects of illegal money lending in the run up to Christmas.

Experts have warned that unscrupulous lenders could try to cash in on the festive period as households struggle to cope with rising food, fuel and energy bills.

Loan sharks are targeting vulnerable people seeking credit and trapping them into a cycle of debt with exorbitant interest rates and threats of violence.

Follow these safety tips to protect yourself and loved ones from loan sharks:

1. If you’re struggling to make ends meet and need cash fast, the thought of a loan shark might seem tempting, but remember these lenders are not your friends. Debt can quickly spiral out of control – it’s important to think carefully before taking out a loan and consider other options.

2. Never send money or give credit card, online account details or copies of personal documents to anyone you don’t know or trust. This information is valuable so make sure you protect it from criminals who can use it to find and stalk you, harass you or threaten those you love.

3. If you’re thinking about borrowing money, it’s important to check that your lender is genuine. Loan sharks operate illegally without the correct permission from the Financial Conduct Authority (FCA). Do your research first and check the firm or person you’re dealing with is listed on the Financial Services Register.

4. When exploitative loan sharks are preying on hardship, it’s vital for people to know there is an ethical, local, not-for-profit alternative available. Credit unions are a lifeline for many people, with their services helping members to save regularly, borrow responsibly and keep track of their finances. There are other community lenders who are mostly not for profit, and who reinvest any surpluses into serving vulnerable customers, which can be found on https://www.findingfinance.org.uk/

5. Getting trapped in a never-ending spiral of debt after borrowing from a loan shark can have devastating consequences, not only on your finances but also on most other aspects of your life, including your mental health, work and relationships with your family and friends. If you’re worried about a friend or family member, or if you need help yourself, Stop Loan Sharks can offer confidential advice and support.

Are you worried about a friend or family member who is being taken advantage of by a loan shark? Contact the Stop Loan Sharks 24/7 Helpline on 0300 555 2222 for support or visit www.stoploansharks.co.uk. Live Chat is available on the website between 9am and 5pm, Monday to Friday.
